Is the Windows folder in ProgramData a virus?

I bought a tablet with Windows 8.1 a couple of months ago, at first it worked normally, tolerably, but now some kind of brake is starting to happen to it.
Program 2 is displayed in the task manager, what is it? The file itself is located in the Windows folder, which is located in ProgramData. What kind of system? Or a virus?
Deleted with unlocker, but left a copy for everyone. Can it be deleted or restored?
There is another problem, the clock is constantly lagging behind, if earlier for a different minute, now everything is in dozens. Is this the kind of situation? Synchronization does not help, gadgets too.

ProgramData - system folder for saving program settings.
Check the file on virustotal, maybe it will reveal the secret of the virus or not.
It's hard to say about the watch. Synchronization does not pass or does not happen automatically?
