Is the terms of reference for the site design clear?

I’m currently compiling the terms of reference for creating a website design , I would like to hear the opinions of designers, is everything correct, are the frameworks too narrow for the designer, and is everything clear?
PS: Sometimes you have to look for new designers to implement some projects, and it is not always possible to achieve the desired result. We all understand that there are those who fumble and there are those who have been forced by life to work as a designer without a spark in their head, and with a desire to earn money. So, in order to protect themselves and normal designers to estimate the time and cost, an adequate TK template is needed.

In fact, there is an opinion that for a good result, the designer is contraindicated in the TK in the form in which you have it. As for me, it would be more efficient to prepare information on the target audience in the form of user cards, mindmaps with the site architecture and use cases (compiled together with the customer). It would be great to throw a prototype into the load, but not everyone has the opportunity. In this case, it will be difficult for the designer to miss. Those. at least he will have an understanding of the project, and this is already half the battle.

1. You need to list the target actions that you expect from a visitor on a particular page. For example, on one page it can be a subscription, somewhere click on the link for more details, somewhere to ask you a question by email, somewhere reading your text.
