Decided podrazobratsya with the domain. CD on Server 2012 R2.
The task is elementary - to limit the number of attempts to enter a password when logging in via RDP to a domain controller.
I do this:
gpmc.msc, then configure: Then

cmd -> gpupdate / force
The account is not blocked.
gpresult /r shows that the policy is applied.:

I tried to duplicate the settings in the Default Domain Policy, to no avail
