What structure of the server infrastructure to choose?

Hello.
There is a license for server 2016 and 2 for server 2008 and there are two ibm3650 m4 with 1 xeon e5-2620 and 8 gb ram.
I want to virtualize all physical machines in hyper-v and scatter over two ibm for synchronization. How to do it right?
Since 1 license allows you to use 2 virtual ones, I see something like this:
1 2008 - ad, dns, dhcp, drweb
2 2008 - exchange
3 2016 - CA
4 2016 Haven't applied it yet.
Place the second "pair" 2008 on the second physical duplicating 1 and 2 virtual machines.

2008 std allows you to license only one operating system (it does not matter on a virtual machine or on hardware)
If you are building a cluster solution, then you must have licenses to run all licensed virtual machines on all hosts within the cluster.
