Is the Qt framework free?

Is it possible to use the Qt framework for free to develop an application for ios and android with all its functionality?
That is, use it for free for a non-commercial application, the application on which there is no goal to earn a penny. Develop for ios and android and further support. Is there such a possibility? Or do I have to pay for a license even if it's a non-commercial application?

if OpenSource - then it's free
otherwise - there
was no interview where they answered in detail that someday there will be free, but alas, they want to eat a lot of progers and in general, companies use and don't buzz

If you are ready to open the source, then you can definitely use all the functionality for free. If you are not ready, you need to look at the module license.
