Is the port open and closed at the same time?

Hello.
The network folder on Windows Server 2003 does not open, writes "Connection error". Neither by IP nor by DN.
PortQry, when starting the server itself, writes that port 445 is LISTENING, and from the local network FILTERED.
The firewall on the server is disabled, there is no other.
I checked the port from different machines, including from the same 2003 server (which can be reached by 445 and port LISTENING).

in general, FILTERED means that it is not determined whether it is closed or not. so look after all firewall.

445 LISTENING means that there is a service that accepts requests on this port. But only those requests that can get through this port. It does not guarantee that this port and/or protocol is allowed on the network interface.
