How to work with Firewall?

I don't understand why, for all the time the software has been improving, the developers have not been able to simplify the firewall interface. How does it even work?
Why is it necessary to have special knowledge in order to do simple and obvious things, in this case, to allow / deny the program access to the Network? In theory, this should not load the user, make him think, and even more so look for a solution by reading articles on the Internet.

The Windows firewall is just quite primitive, and it is quite simple to deny access for a specific program there. Another question is what exactly is considered a program, and what exactly is a "Network". The program pulls libraries along with it, or can launch child processes from adjacent executable files. And by denying access to the "program" (that is, to a specific executable file), you are not at all sure that you will really cut off access, because for network operations this program can run some other program.
What is a "Network"? Internet? On any computer where there is Internet, there is also a local network (well, except when you have a modem plugged directly into your computer via USB). In the lokalka also prohibit walking? And if you have some other VPN going up? And if there are more than one network adapters, as is often the case even in home machines (wire + WiFi)? Whereas*
It turns out that this is not such a simple and obvious operation - "allow or deny a program access to the Network", isn't it? A lot of parameters are affected.

The firewall in the OS with default settings works in learning mode, where any program that knocks on the Internet asks for access. Apparently, you are one of those who like to disable UAC and suffer.
