I don't understand why, for all the time the software has been improving, the developers have not been able to simplify the firewall interface. How does it even work?

The Windows firewall is just quite primitive, and it is quite simple to deny access for a specific program there. Another question is what exactly is considered a program, and what exactly is a "Network". The program pulls libraries along with it, or can launch child processes from adjacent executable files. And by denying access to the "program" (that is, to a specific executable file), you are not at all sure that you will really cut off access, because for network operations this program can run some other program.
What is a "Network"? Internet? On any computer where there is Internet, there is also a local network (well, except when you have a modem plugged directly into your computer via USB).
