Is the package manager for php Composer decentralized like Maven for example?

The question is, is it possible to create a package repository, for example, on a local network or on some resource on the Internet and "pull" dependencies for your application from this repository? As far as I know, the Maven architecture allows you to do this and it is used, for example, in banks, since for them it is a critical part of the reliability of systems.

Can. Examples of applications that implement custom packages for Composer: https://github.com/wpseed/wps
https://github.com/outlandishideas/wpackagist
The first application creates its repositories on Bitbucket, after which it generates a package.json config, to which already drawn by Composer of the target project when installed. It was originally written for hosting repositories of premium plugins and themes for WordPress.
Second, a well-known package provider for WordPress: WPackagist.
