Is the native Bitcoin client intended for mining?

1. I can't figure out if the native Bitcoin client for settlements - will he be able to take part in mining?
If not, what native mining software should I use? Does he even exist?
I only found third party products like cgminer, cudaminer etc.
2. Initially, the bitcoin protocol was designed only for solo mining? Do I understand correctly that mining through pools is a decision of craftsmen to create special software?
