Is the logical model for setting up two Mikrotiks correct?
Greetings!
The question is:
There is such a scheme. On the first Mikrotik, it was configured to switch the channel to a backup one, when the main one breaks, but it has not been tested in battle.
From the second Mikrotik, the client simply connected to the ip address of the first provider and it all worked merrily.

Look for information on setting up bonding on Mikrotik, it’s just through bonding that you completely implement channel switching in active backup mode. (It works for me, I checked it). Offhand, create a bonding interface, add provider interfaces, set activ backup mode, add 2 routes to 0.0.0.0/0 in routes through provider gates with different distances and check the gate with a ping.
Further, I think, just configure l2tp to two static addresses (main and backup provider) on both sides. ("But this is inaccurate")
