I want to learn how to make up websites and attach payment systems, audio and video players, a forum, a chat to them ...
Will all this work with such a computer: ek.ua/ASUS-X705UA-GC130.htm ?
Especially tormented by doubts about the processor: the U series seems to indicate that the power is very limited, but at the same time, the frequency of TurboBoost and Hyper-Threading give hope that the laptop, if necessary, will work more or less decently. So or what? :)

Processors in the U-series try to consume as little power as possible, which extends the battery life.
Since there is an eighth generation i5, it will be quite fast.
Install the system on an SSD (well, or make sure that it is installed from the factory on an SSD, not on an HDD)
IMHO: Install an SSD and you'll be fine. Or even SSD M2. Vidyukha is a bit weak for photoshops, video editors, etc., but it will be possible to work in it (you will feel small friezes).
And so, for any IDE it will do.
