If crooked Chinese sockets, if the wire is copper, if it is crimped crookedly, there may be problems. But not in understating the speed, but in the loss of communication in general. I had such a case - I crimp the patch cord, I crimp it correctly - there is no link! I recompress - there is no link! The wire was noisy...
Anything can affect the signal quality. Packets can start to be lost already at a cable length of 90m, and it may be that even at 120m everything will "fly". Those. if the pochcord is shitty, then a 1m cable will not work))
You do not need to consider the problem from this angle, but test it better at least with the ping program.
Ping:
ping mail.ru -t
the delay should be uniform, i.e. without big disconnects,
wait 2-3 minutes and press Ctrl+C look at the report, packets should not disappear!
try increasing the packet size:
ping mail.ru -l 1024 -t
repeat..
Some NICs can test the link, i.e. show the length of each wire in the cable, and also show drop packets, in short, specific terms will go there, so I'll stop there.
