Is the H6 heading smaller than the paragraph text?

In many site guides, only the font size H1-H3, subheading and paragraph text are indicated. But if you specify all H1-H6 and the size of paragraph 18, then all headings are larger in any case. Right? It's just that then H1 will turn out to be gigantic, and I don't need more than 36.

Not true. Headings are needed to highlight parts of the document, to reflect its structure. For robots and screen readers, the mere presence of a title is enough, and for those who perceive content visually, it is not at all necessary that the titles be larger than the text. The main thing is to make it clear from the title that this is a title - it can be typed in a different font or color, just caps, etc.
PS Never in my life on live projects was it necessary to use h4-h6.

You can make 6 types of heading in design, but in html they will be assigned to h1-h3 elements through classes like:

<h1 class="header-size-small">Заголовок маленького размера, но главный по структуре документа</h1>
