Is the design and layout of the site better done by one person or two different people?

I want to make a website by ordering work for freelancers. There is a requirement that a modern approach and technologies be used both in design and layout.
What's the best way to do it? First order a website design to a designer, and then find a developer and transfer the resulting design to him? Will it not turn out that the design will not provide for something or the developer will not be able to implement it?
Or immediately look for a person who will do both tasks - both design and layout. Any advice on how to get the best result?

The question does not have a clear answer - a lot depends on the design requirements, how complex and thoughtful it should be. If you need a small business card, then the "two-in-one" will do just fine. It is better to trust complex information or presentation sites to narrow specialists.
Yes, a good technologist can lay out a site “from a screenshot”, but here we are trying to consider some kind of normal interaction. If we proceed from the fact that everyone should do their own thing, then when choosing a designer, immediately make requirements for the organization of the layout. If your designer complies with the requirements of etiquetteat least 80%, then any technologist will be just happy. If your designer also gives comments on design elements (where and what effect is provided, for example) - just never lose sight of it again.

If both of these people are normal (not good, but just normal) specialists - great. The designer must understand in general terms how his layout will be used by the layout designer. The layout designer should be able to make any sane layout.
If one of them is below average, then it's bad. Then it is better to take one specialist below the average. It may turn out to be better than one below average and the other normal.
It will be difficult to find a good designer and layout designer in one person (I have not seen such). I don't think it's possible, except in some exceptional cases. Layout and design require a slightly different way of thinking.

Any layout designer works on layouts, and is able to turn any normal layout into a good layout. The designer must understand the basics of layout in order to make a normal layout. Therefore, two different people can be a designer and a layout designer, and this does not affect the quality of the project. It's like looking for a designer, layout designer and programmer all rolled into one. All these people should be able to work independently of each other, naturally anticipate what problems a person who will continue to work with this project may have, and eliminate them to the maximum.
