Is the charging current of a mobile phone determined by the phone itself or by the charger? Is it possible to charge the phone with a 1.5A charger if a 0.6A charger was included with the purchase?

Your charger provides a constant voltage of 5V and can provide a maximum current of 1.5A. The phone will take as much as it needs.
It is physically impossible to "pour" an arbitrary number of amperes into the phone at a constant voltage.
