Is the algorithm for obtaining access to ISPD correct?

There are 18 ISPDs. How I see the list of activities looking at the Plan (template):
Briefly: 1. I
appoint a person responsible for organizing the processing of PD. (One person who is responsible for the data entered by the operators in the IS?) 2. I appoint an
IS administrator (The one who issues the login and password and determines the access rights of the operators in the IS?)
all operators who will have access to IP?)
PS It's actually very hard to put down on paper what I want.

I advise you to familiarize yourself with the documents here and here ,
as well as read FSTEC Order 17 or 21 - depending on whether your enterprise is state-owned or not.
