Documentation system?

The situation is this: I work in a large company with many departments. Basically, the documentation is scattered in the mail or files (.doc, .xls) need to be combined into one system.
It turns out that you need a web implementation for this, with the ability to separate rights, create sections (based on the company structure) with subsections.
They say they tried mediawiki before me, but for some reason they didn’t like it (they didn’t present arguments) to their taste and don’t use it at all.
Sorry for the chaotic description of the requirements, I have not seen analogues at all, it's hard to imagine what it could be.

The situation is similar, only there are more file formats and files are measured in thousands. Just at work, we are now doing such a system, because. no universal solution has been found.
The type of system you choose (in your case) depends on a couple of factors:
1) Types (not formats) of documents - drawings\photo-video\pdf doc xls and so on, the number and volume of documents.
2) Why do you need a system - the implementation of document management in the company (conducting a document from creation to obtaining approvals, signatures) or for storing already signed / approved documents that are actively used in the company (contracts, technical specifications, video recordings, reports)
