If my developer account is banned on Google Play, and then I create a new account with all the new data and a different computer, and I leave the old admob account and advertise for applications from the new account through it, will the new developer account be banned too?

Usually after a while they ban the second one as well.

AdMob money is withdrawn through AdSense. At one time I started an AdSense account like to see what it is, it seems that I even passed the test and successfully forgot about it. Then I signed up as a developer on Google Play, in AdMob and needed to link my AdMob account to my AdSense account. Well, I started to swear, to be tested, and they sent me that I already have a confirmed account and, in principle, cannot be anymore, i.e. They are definitely checking in.
I also read somewhere that a ban in AdSense essentially puts an end to monetization through AdMob and any other Google services. So you can try, but the result is expected rather negative.
