No, nobody. For PhpStorm, as the name suggests, is a PHP-optimized edition of IDEA. Ruby has its own edition. And if you want both - either install PhpStorm + RubyMine or install IDEA + plugins for PHP and Ruby and get almost the same thing (only it will be more expensive).
