Rais console and Rails runner use cyrillic?

Hello.
Win 10x64 Rails 5.1
1) How to rails consoleuse Cyrillic. Doesn't work on the standard command line, nor in PowerShell or Git Bash. You can neither enter nor copy the Cyrillic alphabet from the notepad.
2) And for example

rails runner "Branch.create( code: '12345', name: 'Тест Тест')"

Gives this result.

Trouble with encodings in Windows. Install a virtual machine or as a second * nix system and do not know sadness.
