Is software code a technology?

There was a dispute with a colleague whether it is possible to consider code improvement as technology improvement . In theory, the word "technology" implies some kind of technique, equipment, means of communication. And if you improve only one code in the hardware-software complex, then the technology itself will not improve.

On the other hand, Wikipedia gives a complex definition, and more than one, which further confuses.

On the third hand, if too much is included in the word "technology", then it loses its meaning, because even replacing the programmer himself (still without improving the code) will be an improvement in technology. Or replacing a chair at the workplace - will also be.
