It's not "speed" that hurts, it's SLOW loading. And not only for "SEO", but for users.
What kind of DC/country is this?
And why can't the site be transferred to a normal DC?

66% - harms users
I advise 2 options (either or both at once):
1. Transfer to a normal hosting
2. Make a SPA and exchange only data with the back-end.
