I'm really interested in two browsers - Chrome and Firefox. At what level is native scrolling implemented in these browsers - at the level of the browser itself or at the level of the operating system / desktop environment?

First of all, it all depends on the OS settings. Secondly, scrolling can be modified by different browser extensions, such as Smooth Scroller.

a lot of chgeo also depends on the memory and hdd / ssd.
ie11 pleases me lately with its non-irritating memory compared to chrome.
