Is SBS 2011 installed incorrectly?

I got it in support of SBS 2011. It was recently migrated from 2003 servers. And the one who did it, did it crookedly. The main systems are working (AD, Exchange, RWW)
However, the console itself shows prntscr.com/1ieni0 such a thing. Also, there are no sec groups and necessary SBS accounts in AD. IIS does not have half of the sites.
The server has ALREADY been launched in this form in production, so it cannot be rebuilt from scratch.
Question. Is it possible to reinstall these applications? What are other solutions?
