Is numlock disabled after balancing windows server 2019?

The essence of the problem is as follows:
Terminal farm on 2019 windows server.
2 Terminals, balancer.
When the user logs in for the first time, everything works as it should.
But if it is transferred to the 2nd server, numlock is turned off (the diode is on, but the keys do not work)
And there you have to enter the password 2 times, and people are wildly stupid that they can’t log in.
You must either switch, or enter the numbers that are above the letters.
How to solve this problem ? nobody faced? Google doesn't say anything.
