Is my network application visible from the local network to the internet?
I am connected to wifi, which is in the "corridor", that is, it is not mine, but I can tweak something there if necessary. And I have some network application running on a specific port on my computer. Can I connect to it (this application) (send a packet, get a response) via the Internet (from a cafe, for example)? Of course, I can find out the ip address that wifi in the corridor looks at the Internet.

You can, but only if your application's port is forwarded to your computer's local IP address.
Specific instructions vary by router model.
But to forward the port you need a static IP. Because the DHCP server can issue an IP to another computer and the port will be thrown on it. Therefore, you need to reserve an IP for a specific computer, which means that you will have to specify the MAC address of the network card. And only then forward the IP.
So instead I suggest using - UPnP
