Is mac mini 2018 i3 16gb good for web development?

Shalom toaster.
Will I be able to work comfortably in Photoshope and WebStorm on this "monster" ?
I'm going to drop the RAM to 16GB, I don't play games. I won’t open anything particularly difficult in Photoshop, mostly web page layouts, sometimes large layouts.
