Is local chat within the local network effective if there is WhatsApp?

There is a kindergarten with about 50 employees. The boss asks me to set up a chat between employees' computers, but there is one big problem. And if the task is to use a corporate chat in order to control correspondence, increase the convenience of exchanging documents, provide information to users (whoever did not read the message in "ICQ" is a fool himself, the user will no longer excuse himself that there was no Internet / the phone was dead) and so on , then of course, here it will be 100% effective.
Estimate even the speed of typing on the keyboard and on the smartphone.

The web version does not work without a smartphone. So all employees must have a smartphone with a WhatsApp connected to the Internet.
In general, a local chat makes sense in two cases:
1) There is no Internet, or interruptions are likely, and the connection is critical
2) Super secrecy is important
I understand that this is not about you. So the answer is no, it doesn't work.
