Is local chat within the local network effective if there is WhatsApp?
There is a kindergarten with about 50 employees. The boss asks me to set up a chat between employees' computers, but there is one big problem. Some employees sometimes do not turn on their PCs in a day. Will local chat within the company's local network be effective if WhatsApp is available? Plus, there is a web version.

chat between employee computers
The web version does not work without a smartphone. So all employees must have a smartphone with a WhatsApp connected to the Internet.
In general, a local chat makes sense in two cases:
1) There is no Internet, or interruptions are likely, and the connection is critical
2) Super secrecy is important
I understand that this is not about you. So the answer is no, it doesn't work.
