Is learning to typeset templates from PSD relevant?

I would like to learn how to create templates from PSD in Bootstrap. But I also heard about programs such as Adobe XD. Is it relevant at the moment to use Photoshop for these purposes and, in general, learn this skill? Or are there already more advanced layout methods, and this is already the past?

You need to learn how to typeset, but where you get the picture from is not so important anymore. Today psd, tomorrow figma, the day after tomorrow some kind of wireframe, the day after tomorrow "make the button green and the font like on everyone else"
