Is JSF a real framework or a set of specs?

Good afternoon, dear Java gurus. In the process of selecting a framework for writing an application, I looked through a number of materials, but did not understand the moment about JSF - is it a real framework or a set of specifications? On Wikipedia, it seems to be described as a standard, while netbeans suggests making an application based on JSF

Jsf is a standard, which, as usual, has a bunch of implementations.
