Is it worth using internetbs.net services?

I want to register a domain for a site whose registrar will most likely receive complaints from you-know-who in the future :)
I'm looking in the direction of internetbs.net now, since they hold the retreker domain. And not very bad.
But after talking with their technical support, I found out that they would need to send a scan of my passport for identification, as well as a scan of one of the bills for gas, electricity, telephone or something else.
It confused me a little. I was also embarrassed by the reviews on the Internet, where people complain about sudden blockages.
What can you say about this registrar?
And what about analogues?

Are you seriously? Something not very legal and on your data?
A scan of the left passport + a utility bill costs about $3-$6. What is the problem in general?
