Is it worth taking a MacBook Air 13 "2009 or throw in 10k and take an analogue of 2013?
This is my first poppy, I want to get to know him better.
Tasks: text editing, surfing, a little photoshop, and most importantly, its performance without external power for as long as possible. It is desirable that he could connect the TV via hdmi.

If we talk about Air, then the 2013 models have taken a big step over the previous ones. After 2013, nothing seriously changed in them, performance is approximately at the same level in current models. In them, the processor is 10-15 percent faster and the read / write speed on the SSD reaches 1100-1200Mb / s versus 700Mb / s on the 2013 models. The increase is big, but even those 700Mb / s that on 2013 models are faster than all custom SSDs that you can now buy in the store. There is no point in comparing with the 2009 models at all, as well as taking it in 2016. This is rubbish in every way.
Macbook retina 2013 is not worth taking. Children's diseases there are more or less corrected only in the models of the end of 2014.
If you do not want to suffer, then you need a model with 8GB of RAM. 4GB will be very small.
There is also a variant of Macbook Pro mid 2012, which is with the possibility of replacing the RAM and hard drive. Not a bad option if you want cheaper. The screen there is of the same quality as in Air, it is a little noisier, heavier, thicker, the battery holds 2 times less than 13 "Air in 2013. But you can increase the RAM up to 16GB and install a good SSD without any problems.

As for the Air 2009, a couple of months ago they replaced this one with my girlfriend, because it was already working clearly at the limit. Firstly, it has outdated hardware, and secondly, there is a certain risk in buying Air of such shaggy years.
