Is it worth making a banner that follows a scrolling banner?

I'm thinking of making a banner on the site as done by www.adme.ru/tvorchestvo-dizajn/v-mire-est-tolko-dv... - when scrolling the content - it is shown to the user until you scroll down. Is it worth it to do this, or make a regular place that will not be visible after scrolling it - that is, fixed.

I can only speak for myself... a sticky banner is evil. Aren't you yourself pissed off by such things that cover half the text? I personally .. notice all the banners on the page and click on what I need or are interested in .. no matter where it is located as long as it is in sight. but I usually stupidly close such crap so as not to interfere. Unfortunately, I have no other arguments against, only emotions.

There are three banners, two with an invitation to social networks and one with a Yandex direct. If we are talking about the latter, this is my opinion: they can be very convenient, quick links, page navigation, and so on.
