What is traffic arbitrage?

there are methods recommended by search engines, there are legal schemes, but it's closer to cheating counters like exchanges of links, and there are spammers, botovods, doorwaynists and other Ostap Benders..

traffic goes anywhere, but what's the point of investing money in something that doesn't bring money or charisma points? therefore, the main focus is on stores, games and other paid services
