What is traffic arbitrage?

Recently, I began to hear more often about "traffic arbitrage" and the fact that it is used "in the black" or "in the gray", although they are talking about the same thing.

Plainly, those who are engaged in it cannot answer a single question (maybe I came across such people).
Perhaps someone understands what it is and why it is so in demand?

traffic goes anywhere, but what's the point of investing money in something that doesn't bring money or charisma points? therefore, the main focus is on stores, games and other paid services
