If you have the opportunity to put a link that people will follow - put it. What you should not do in my opinion: buy links on exchanges, drive through directories, put links from forums just for the sake of a link. You should not expect that things will go much better with links - the main thing is your content, how interesting it is for site visitors.
1. From those social networks where you will have active pages of the site that you will deal with. From those forums that can bring targeted traffic.
2. You should not put a lot of links in a short time, you should not use patterns (for example: I put 5 links every Monday). The natural frequency of appearance of links depends on the traffic to the site - the more traffic, the higher the rate of appearance of links and on the subject of the site.
3. If you put links for the sake of traffic, then there will be additional traffic from them. In addition, links are one of the ranking factors (but there can be both an increase in positions and pessimization).
