One book to learn the language, in any case, is not enough.
But almost any book is enough to master the basic things.
Do not look for the best book, but just start teaching from this one, for the best is the enemy of the good.
Then, when the basic knowledge is already there, it will be possible to look at other books and take something for comparison and additional features of newer versions.

The coursera (coursera.org) has a set of 5 C++ courses from Yandex. There's C++14 and some C++17. You can go completely free. Normal number of practical tasks. At least some preliminary programming experience is required, they don’t chew at all for zeros. And then you can polish it with some textbook.

14 is essentially a correction of errors and inaccuracies 11. So they can be combined.
It is worth learning at least 11/14.
In any case, the language base remains unchanged. So in fact, you can not really reach out to the most modern standards. You can get acquainted with them later, when you master the basic material.
Thick textbooks are far behind the standards.
