Is it worth it to remove most of the articles?

Got the site. Once upon a time, it was promoted by “old” methods and was TOP for some important requests, but now it’s not.
The site has 10 pages of services and 4 sections with extremely poor quality articles. It can be seen that they ordered “for 20 rubles. 1000 characters." The usefulness of the articles is close to 0. A lot of water. Typical rewrite. Each of 2000-3000 characters.
Total somewhere around 400 pages out of 410 low quality.
Here's what I think to do. Maybe throw them away and start from scratch?
How might this affect future progress?
Can anyone come across?

What does it mean to throw out? Rewrite articles simply on these pages if you think they are bad. First, select the semantics, parse the Lsi keys on this topic, add some interactivity, some media files, micro-markup, you can rewrite the title/description.

if there is a reference mass, traffic, etc., then rewrite for people
if not, then throw it out
