Is it worth it to look at used cameras or take a new one?

Photography is a hobby for me, but I still want better photos.
At the moment there is only a Samsung WB110 soap dish, https://imgur.com/a/OpY62Zu - the most pleasant thing, it seems to me that it worked. But photographing people on it is very difficult. Good shots are obtained only in bright sunlight, and then if you're lucky with focusing (yes, it's a problem).
In general, if on the topic, I am in Moscow. Budget ~ 30 thousand (+ -5).
I want some kind of professional / semi-professional device.
On avito, it seems to me that for this money you can get a device that a new one now costs 20-30 thousand more. However, is it worth just looking at used?
