Failed an interview for a php developer position. They sent a rejection email.

Why not? Here you personally have to make a decision for yourself, the question is not for discussion)
If a company has sent a refusal, it is a good, polite company, many are simply silent, unfortunately, it is easier for them.
Definitely go. Then it will be possible again for an interview, but with a note that you trained with them. Maybe they will call themselves if you show yourself somehow.
Of course it's worth going, since the internship is free. Reception is another matter, usually the manager who is not a specialist refuses, so this is always a bottleneck in the device.
