Is it worth getting a higher education in the Czech Republic, or staying in Ukraine?

Hello. I have often heard that higher education plays a big role in hiring a specialist, but with the same frequency I am told about the preponderance of the importance of knowledge over a bachelor's degree. I understand that deep knowledge and work experience must be present, but should they be backed up by a HE diploma? Now it seems to me that in universities and technical schools / colleges they give, so to speak, "the basics of the basics", and you have to learn something normal, sort it out and reinforce it with practice yourself. I thought about education in the Czech Republic (in fact, any country where you can enter on a budget and not pay tuition is suitable), but surfing Google, I found out that the Czech Technical University is very far from the top IT universities in the world. Does it make sense to enter the CTU for the first year, or go to a technical university in my city (considered the best tech. university of Ukraine) for 2-3 courses? Will there be an advantage at the stage of hiring if I have a CTU diploma, or to enter the local KNURE and unlearn for the sake of "crust"? Sorry for the wall of text, thanks in advance.

I think there is a sense to enter the best university in Ukraine. Judging by the podcast " Frankly about IT-careerism ", many programmers graduated from HIRE and did quite well after it. (In general, listen to this podcast. Its hosts are from Ukraine, and most of the guests are too, so I think that after listening to several episodes, you will know more about the local labor market in the IT field.)

Not a bad option, but education is paid, and you must either have money for it, or purposefully seek grants to cover the cost of education. Since you are considering free education abroad, it seems that only the second option could be of interest to you. At one time I decided that the costs of entering a US university exceeded the potential benefits. You need to have a bunch of diplomas, awards, pass all sorts of tests for high scores (all this takes time, and it would take me time from work, and therefore money). At the output - some knowledge, yes. But an important factor in learning is the environment. These are those with whom you study (discuss assignments, share information, exchange experiences), and those who teach (who can give way to internships, who are familiar with employers, who know something about local companies). In Ukraine, the IT sector is very developed (there are many professional communities, specialized events), so if during training you not only get hard skills (skills that are directly required for work - related to programming, networks, mathematics, etc.), but actively develop soft skills, attend events, communicate with professionals, you will know what companies are, you will understand where it is more interesting. And studying at the best university in Ukraine, I think, will only help.
It is necessary to be guided by ratings of universities with caution. These ratings are built on a whole list of parameters, most of which relate to the scientific achievements of the university, and they will affect the quality of education last.
For employment, most often you will simply need a diploma. In cool companies, they may give preference to the top universities of the city/country. I don’t even know if some Czech university would be better perceived than a top local university. I don't think it's better. Unless from your training it would follow that you studied in English and practiced it well (and this is valuable in IT companies).
Personally, they helped me in finding a job in Russia: studying at a top university in the city, actively studying the labor market, specialized resources, reading specialized literature (in addition to the main program), good knowledge of English. I don’t know how important higher education is now in Ukraine, but I think it’s worth getting it anyway. If you need money, then starting from 2-3 courses, you are already looking for a job in your specialty, actively gaining the knowledge and skills required for this (which ones are needed - it is clear from the description of vacancies).
