Is it worth buying 1C Bitrix to develop a city portal?

I decided to purchase a 1C Bitrix Business solution for the development of a city portal, and wondered if it was worth it? Perhaps there are other paid CMS that are designed for city portals? The necessary functionality for the city portal is present in Bitrix.
I would like to know about other CMS with such functionality.
UPD: still answered my own question. Answer: I think it's stupid to buy an engine for that kind of money, which you can build yourself on free CMS.

They will already choose a tool for implementation and most likely it will be some popular CMF.
