Is it true that you can't host a site that hasn't been SEO optimized yet?

I read somewhere that a site that has not been optimized cannot be hosted because it will be badly indexed by search engines and then it will be difficult to fix it (or something like that). So is this true or not? Because I would like to test the site already on the hosting. not registered.
