Is it true that the https protocol makes the DPI filtering system inapplicable, and that therefore causes providers to block the entire site?
It seems to me, or is the provider really hanging noodles on my ears?

Yes, the only alternative for the provider is to replace the certificate (just the same MITM mentioned above), which, as it were, is not a cake.
SSL is an encrypted connection, so why not. They see the traffic, but they cannot understand what is in it, which is why such a radical solution.

Dom.ru seems to be trying to read your https traffic through MITM , but the moment with the Certification Authority (a third party that confirms to you that the server certificate is real and not a fake) does not work.
