Is it true that Dart doesn't have a VM?

Faced the statement: "There is no VM in Dart, strictly speaking. VM is used in Dart only for debugging."

Is it true? I could believe it if Dart didn't swear at one library and say that reflection is cunning in it and dart2native cannot compile it.
