Is it true that a relay voltage regulator should not give out clearly 220?

I bought myself a voltage stabilizer, checked the output voltage, and there it was 210. I took it to the warranty, they explained to me that it was a relay, so it gives out voltage from 205 to 240 O_o

If this is a stabilizer with switching windings on a transformer, then it does not smoothly regulate the voltage, but in steps. Those. if the input voltage drops below a certain limit, the first winding turns on, the second winding is even lower, etc. Likewise with promotion.
It is possible that 210 volts is normal - yet this is only a 5% difference from the norm. Also, it has a limited number of stages, and perhaps the input voltage is simply too low.
I advise you to read the documentation, perhaps everything will become clearer.
