Is it safe to disable php in a specific directory?

Hello. I'm doing something like a website builder. Users in the admin panel have the ability to create files and edit code. If there is such an opportunity, then it will be possible and will create malicious code or some other dirty trick there. All projects are stored in one directory (projects/user_project/...). user_projects is a specific user's folder (i.e. everyone has their own such folder). If I disable php through htaccess, will it be safe? + it is impossible to forbid execution of html, tk. sites will be in html.
If so, what else needs to be banned besides php?

Prohibit everything in general, then allow what you need.

Why is PHP running at all? And another question, how do users edit the contents of these files?
