Is it possible to write applications for iOS on Windows? Is there a Windows software environment for developing iOS applications?

And test the application without an iPhone, but in an emulator like an android studio.

When you follow advice like "install mac os on a windows virtual machine/make a hackintosh" please don't forget that you are violating Apple's license agreement.

Buy mac mini for 25 tr. years 2011-12, put 8-16GB RAM there, put a 128GB SSD and you will be happy.
Writing under Windows for iOS is hell, don't even think about it.

Emulators in Windows - no, no. Put a Mac on the virtual machine.
About development - well, you can write code in any notebook in principle :-) The only question is auto-completion. And then compile on a mac. You can also look at JetBrains - they had something.
Well, as an extreme option - write logic on the pluses, and then cut the interface on a virtual machine / hackintosh.

You can write in Vusual Studio 2015.
There is xamarin (you still need a poppy for building and debugging), there is an objective c compiler for visual studio with a simple emulator (you have to google here, but there is such a project for sure)
