You can write in Xamarin, but if you have no experience in the sharp and you don’t need to reuse the sharp code on phones, then it’s better to look towards flutter

If it is planned only for the droid, and ios aside, then definitely kotlin. If both platforms are needed, then flutter. Quite a working thing, even some of the banks, even a mobile application was made on it
