How to improve the quality when photographing documents from an Android app?

An application was made for the service, a photo of a passport or rights is used to confirm the identity, the problem is the poor quality of the photo, especially from inexpensive phones (lights, incorrect shadows and reflections), operators have to force them to take pictures several times.
Perhaps there is some way to recognize the document itself on the camera and how to improve the photo?

You can increase the contrast or look for borders. However, I don't think it's worth doing it on the device.
