Is it possible to write a normal application in 2020 on xcode9?

Once upon a time I started learning swift, now I discovered that my macbook does not support the latest version of xcode, and in fact only the ninth is available to me. Question for ios developers, is it possible to learn and subsequently write a normal working application in xcode9? Just due to ignorance, I can’t see all the pitfalls yet.

No, for the store since April, the version is at least 11, next year only Xcode 12.
